Duties and Responsibilities

  • Serve as authorized representative for all technical performance
  • Oversee performance of work and ensure compliance across 31 Identification Card Offices (ICOs).
  • Primary conduit for communication, work assignments, and technical direction
  • Provide monthly status reports; monitor daily employee status
  • Monitor and process timecards and leave requests
  • Oversee artifacts, reporting, integrated schedules, risk registers, and status reports to Government management
  • Maintain full authority to act on all contract matters relating to daily operations.
  • Ensure adequate staffing and quality support services at all ICOs during hours of operation.
  • Ensure all personnel are trained, certified, and compliant with DoD ID card issuance policies and RAPIDS/DEERS systems.
  • Maintain security compliance, including safeguarding sensitive information and ensuring personnel have required clearances.
  • Support phase-in/phase-out transitions, ensuring continuity of operations and proper turnover of property and records.
  • Maintain Site Management Manual.
  • Responsible for activating all users and assigning roles for new and existing users via Defense Manpower Data Center (DMDC) Security On-Line Web Application.

Minimum Qualifications

  • Bachelor's degree in business management or related field OR five (5) years of relevant Program Management experience.
  • At least three (3) years operational experience processing identification issuance requests and issuing identification badges for building and system access.
  • Familiarity with DoD ID card issuance policies and procedures.
  • Experience training others on identification issuance systems or other DoD IT systems.

Minimum Required Skills and Abilities

  • Ability to independently manage contract operations and personnel
  • Strong coordination and communication skills
  • Working knowledge of DEERS/RAPIDS systems and ID card issuance operations
  • Ability to enforce compliance and performance standards across multiple locations
  • Ability to safeguard Government systems, facilities, and sensitive information
