Associate Director - Cost / Commercial Management with extensive M&E experience within Critical infrastructure environments for an expanding 'End Client' Datacentre organisation based in London. This role will lead into running the Commercial Department.\n\nReporting to the Programme Delivery Director, the Associate Director - Cost / Commercial Management (Projects & Commercial) will provide in house Quantity Surveying service on all infrastructure projects / programmes.\n\nThis involves initial estimating / budget forecasting, cost plan management, consultant and contractor selection, preliminaries drafting, tendering, contractor negotiation, valuations, variation control, cost reporting and final accounting. Additionally, to support the financial management functions normally carried out in an end operator construction business including internal Purchase Order reconciliation and cash flow.\n\nMore than 5 years’ experience in running construction projects, ideally within the data centre industry or those with a very complex services content.\n\nExtensive experience in an environment where ‘front end’ activities such as project estimating and cost planning are routinely carried out.\n\nAble to provide all the quantity surveying input necessary to run construction contracts of £10m-30m, where external quantity surveying firms are not appointed\n\nExcellent communication skill with the ability to explain technical matters in a way that can be clearly understood by a non-technical audience\n\nDemonstrable experience of managing a critical supply chain\n\nA sound track record in risk management.\n\nThe main responsibilities are, but not limited to, the following:\n\nTo own all commercial elements of pre-contracting for each project / programme to deliver:\n\n * Costs\n\nEstimated budget costs for each scheme\n\nCost planning for each scheme and option\n\nCashflow plan for each scheme / option to allow for clear funding plan\n\n * Documents\n\nInternal approval of scope / briefs and similar third party documents\n\nAn approved Procurement Strategy / method for each project\n\nAn appropriate and agreed contracting approach for each project\n\nAgreed tender documents that allow selection of the best & most appropriate supply chain / partners\n\nPreparation of all preliminaries\n\nCompleted contract bundles using the appropriate legal advice / support\n\nCompleted third party appointments using the appropriate legal advice and support\n\n * Management\n\nRepresentation at all pre-contract meetings, providing advice or assistance to all other professionals\n\nManagement of any tender processes and selection of the best & most appropriate suppliers / partners\n\nThe best outcome in all commercial negotiations\n\nWorking / liaising with external Quantity Surveyors (where appointed) to deliver all of the above\n\n * Cost Management & Reporting\n\nContract variations that are agreed by all stakeholders, formally instructed and managed & recorded via a formal contract framework\n\nAccurate and agreed interim valuations that allow payments to contractors to be made\n\nAccurate cost reporting and reconciliation to agreed costs plans / budgets\n\nA final accounting review / payment with contractors / suppliers\n\n * Management\n\nRepresentation at all pre-contract meetings, providing advice or assistance to all other professionals\n\nManagement of any tender processes and selection of the best & most appropriate suppliers / partners\n\nThe best outcome in all commercial negotiations\n\nWorking / liaising with external Quantity Surveyors (where appointed) to deliver all of the above
