Position Summary

ISI seeks an Electrical Engineer with RCDD certification to support the Department of Veterans Affairs (VA) on the Electronic Health Record Modernization (EHRM) Infrastructure Upgrade at the Milwaukee VA Medical Center. The Electrical Engineer (CM-EE) will provide onsite construction management, quality assurance, and technical oversight for all electrical, telecommunications, and low-voltage systems supporting the EHRM program. This position serves as a key technical resource within a multidisciplinary CM team—collaborating with the Project Manager, Construction Administrator, Mechanical Engineer, Scheduler, and VA stakeholders. The ideal candidate is a proactive professional experienced in healthcare and information technology (IT) environments, where reliability, compliance, and system integration are essential. Experience in healthcare and information technology (IT) projects/facilities is critical.

Key Responsibilities

  • Provide technical direction and oversight of electrical and telecommunications scope elements, ensuring compliance with VA design standards and the project’s EHRM objectives.
  • Lead and perform daily inspections and QA/QC monitoring for electrical and communications installations.
  • Manage and review contractor submittals, RFIs, and shop drawings via VA’s OpCenter system.
  • Support the COR in reviewing project schedules, pay applications, and change order proposals.
  • Track and update project progress; prepare and maintain daily and weekly inspection reports.
  • Conduct and document weekly construction meetings, including agendas, minutes, and issue logs.
  • Participate in commissioning (Cx) activities and verification of system functionality.
  • Ensure full compliance with NFPA, NEC, VA TIL standards, The Joint Commission (TJC), OSHA, and other applicable codes.
  • Assist in schedule impact reviews, claims analysis, and constructability assessments.
  • Maintain professional documentation and technical records to support government oversight.

Minimum Qualifications

  • Bachelor’s degree in Electrical Engineering from an accredited institution.
  • Registered Communications Distribution Designer (RCDD) certification required.
  • Minimum 6 years of experience in both electrical design and construction of telecommunications or data communications infrastructure.
  • Demonstrated ability to read and interpret construction documents and communicate effectively with government and contractor stakeholders.
  • Strong proficiency with MS Office, Bluebeam, and scheduling tools such as Primavera or MS Project.
  • Experience in healthcare and information technology (IT) projects/facilities is critical.
  • Must be able to obtain and maintain a VA Public Trust clearance.

Qualifications

  • Experience with VA or DOD medical center projects.
  • Knowledge of EHRM or data center electrical infrastructure.
  • Experience with commissioning (Cx), life-safety, or critical power systems.
  • Familiarity with OpCenter, Procore, or other federal construction management platforms.

Physical / Work Environment

  • This position is full-time and fully onsite at the Milwaukee VA Medical Center.
  • No regular travel is anticipated.
  • Standard 40-hour work week, Monday–Friday, 8:00 a.m.–5:00 p.m.
  • Must be able to walk construction sites and conduct inspections; occasional lifting (5–15 lbs).
