Information Technology Analyst

CLASS SUMMARY:

This is the second and professional level in a two level Technology Classification Series devoted to providing technical analytical activities. Depending on assignment, duties may include: providing advanced technical support to internal customers; maintaining and administering IT infrastructure; evaluation of technical policies and procedures relating to applications and systems used by departments of the city; project management relating to security, physical access, and deployment of network, servers, and other technical infrastructure; researching and recommending technology and procedural improvements; assisting with short and long-term technology planning and documentation; administering server or network related hardware; inventory management for technology equipment; and/or, performing other related activities.

Participates in on-call duty rotation and acts as a member of the Emergency Operations Committee

TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.)

Provides routine to advanced technology support, including server, storage, network, operating systems, email, and data center support, to internal customers; evaluates and resolves complex or unusual hardware and software malfunctions that cannot be resolved by other IT staff; ensures proper and efficient use and integration of technology in work operations.

Serves as the lead technical administrator for the City; work involves responding to service desk requests; planning or participating in configuring, installing, testing, and maintaining network and server infrastructure, to also include printers, monitors, data, radio, telephones, and other network devices; and performing and testing backups and upgrades.

Prioritizes, assigns, and coordinates projects, which may include assessing organizational needs, establishing timelines and work plans, establishing and monitoring accounts, assigning tasks, monitoring progress, identifying and removing project barriers, and preparing progress reports. Manages the work of external contractors and consultants which includes negotiating and monitoring work contracts. (C4)

Prepares technology procedures and systems documentation; provides input into development of departmental policies and budget; researches and recommends technology improvements, upgrades, and replacements; and assists with long- and short-term technology planning and inventory management.

Researches, recommends, and coordinates any upgrades/deployments relating to IT security related physical and technical infrastructure.

Monitors and maintains supplies and inventory, which includes: maintaining applicable hardware, software, and licensing information; documenting changes to inventory, developing a schedule for purchases of hardware and software; selecting and purchasing hardware and software; and/or performing other related activities.

7.

Performs other duties of a similar nature or level.

TRAINING AND EXPERIENCE:

Bachelor's degree in Computer Science or directly related field and five (5) years of experience in assigned area of responsibility; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

CompTIA A+, Network+, Project+, or PMP certifications .

LICENSING REQUIREMENTS:

This position is required to pass CJIS checks from Texas DPS, and must maintain security clearance as required by agencies associated with and working for the City of West University Place

Current and Valid state issued driver's license

  • Troubleshooting complex IT issues;
  • Communicating technical information to a non-
    technical audience;
  • Good documentation skills;
  • Timely resolution of all daily customers' needs/issues
    that arise;
  • Troubleshoot and resolve security related issues;
  • Utilizing communication and interpersonal skills as
    applied to interaction with coworkers, supervisor, the
    general public, and others sufficient to exchange or
    convey information.

Positions in this class typically require: climbing, crouching, reaching, standing, walking, pushing, pulling, lifting,
fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently,
and/or up to 10 pounds of force constantly to move objects.

Work generally performed in a climate and temperature-controlled building with moderate exposure to outdoor
weather conditions. Travel between city buildings and managed sites is necessary.
