General PurposeWorking under the supervision of the Information Systems Director, the Network Engineer is responsible for designing, implementing, maintaining, and supporting the network infrastructure of the Spanish Fork Community Network (SFCN) and City of Spanish Fork. This role ensures reliable, secure, and high-performance network services that support municipal operations, broadband services, and community connectivity. The Network Engineer works closely with IT staff, vendors, and SFCN operational teams to maintain network uptime, optimize performance, and support future network expansion.

Key Responsibilities

  • Design, deploy, and scale functional and secure networks, including LAN, WLAN, WAN, and hybrid architectures, ensuring long-term reliability and scalability for the community.
  • Engineer and optimize complex routing and switching environments with a comprehensive understanding of routing protocols and global route manipulation in a multi-vendor ecosystem.
  • Install, configure, and maintain comprehensive system and network monitoring tools to provide deep visibility into network health, capacity, and performance.
  • Manage centralized log aggregation and performance monitoring systems to proactively identify anomalies and ensure optimal service delivery.
  • Troubleshoot and resolve complex network outages and performance bottlenecks, serving as a high-level technical resource for the SFCN team.
  • Share in a rotating on-call schedule and participate in scheduled network and systems maintenance to ensure 24/7 operational continuity.
  • Provide exceptional customer service and high-tier technical support to internal teams and community stakeholders with a professional and helpful demeanor.
  • Maintain the ability to transition fluidly between diverse tasks and technical projects as organizational priorities and emergency needs shift.
  • Integrate emerging technologies into the network, such as AI-driven analytics, automation via scripting, and smart infrastructure initiatives.
  • Develop and maintain precise documentation for network architecture, configurations, and disaster recovery procedures.
  • Implement redundancy strategies and disaster recovery protocols to protect service reliability and performance during critical events.
  • Perform other related duties and responsibilities as assigned to support the evolving mission and success of the Spanish Fork Community Network.
  • Must be able to meet attendance and punctuality requirements for this position. Must abide by all City policies and procedures.

Qualifications

Education and Experience

  • Bachelor's degree in related field and/or combination of education and professional experience.
  • 3–5+ years of experience in network engineering or network administration.
  • Experience with enterprise or ISP-level network environments .
  • Experience supporting fiber networks, broadband infrastructure, or municipal networks is highly desirable.

Technical Skills

  • Advanced proficiency in the architecture and integration of enterprise-grade routers, multilayer switches, and next- firewalls, with a deep understanding of VLAN segmentation, secure network design, and the implementation of defense-in-depth security principles.
  • Demonstrated operational expertise in TCP/IP networking as well as the implementation of dynamic routing protocols.
  • Experience in the design and management of diverse Wireless LAN (WLAN) architectures, including high-capacity Point-to-Point (PtP) and Point-to-Multi-Point (PtMP) wireless, as well as the deployment and optimization of both standalone and controller-based Wi-Fi ecosystems.
  • Experience with switching technologies (VLANs, STP, LACP MPLS).
  • Experience with network monitoring tools and performance analysis.
  • Knowledge of fiber optic networking and Active Ethernet infrastructure .
  • Valid Utah Class D Driver License

Physical Requirements and Work Environment

  • Ability to work in confined spaces, such as network closets or under-floor plenums, and maintain the physical agility to climb ladders, reach overhead, and work in awkward positions to facilitate cabling and hardware installation.
  • Ability to work in varied environments, including high-noise data centers requiring hearing protection, climate-controlled server rooms, and occasional outdoor locations for external infrastructure maintenance.
  • Sufficient manual dexterity to handle small components and fiber optic cables, as well as the visual acuity to identify -coded wiring and read small serial numbers or port labels.
  • Availability to work extended shifts, including nights, weekends, and holidays, to perform maintenance windows or respond to emergency outages as part of a rotating on-call schedule.
  • Ability to sit or stand for extended periods while performing complex configurations, monitoring network traffic, or attending meetings.
  • Ability to safely operate a vehicle to travel between various municipal sites and locations within the service area.
