Primary Objectives
The Engineering Services Manager is a professional staff member responsible for designing, implementing, managing, and optimizing the network infrastructure for the Poarch Band of Creek Indians. This includes network switching infrastructure, firewalls, wireless infrastructure, physical and virtual servers, storage area networks (SANs), backup systems, and related systems and services. The Network Engineer ensures the network’s reliability, security, and performance to support the organization’s operational and strategic objectives. This role requires a proactive approach to identifying and mitigating risks, enhancing system performance, and delivering exceptional user experiences. This job description is not an all-inclusive list of the duties and responsibilities of this position. PCI Employees are expected to perform all duties and responsibilities necessary to meet the goals and objectives of applicable programs and departmental objectives, as assigned.

Essential Functions

  • Designs, deploys, and manages network switches, routers, and firewalls to ensure optimal performance, scalability, and availability.
  • Monitors network infrastructure using advanced diagnostic tools, proactively identifying and resolving performance bottlenecks.
  • Develops and implements network policies, standards, and configurations aligned with organizational goals and security requirements.
  • Manages and maintains wireless infrastructure to provide secure, high-speed, and reliable connectivity across all facilities.
  • Conducts wireless site surveys, troubleshoot connectivity issues, and optimize wireless configurations for consistent user experience.
  • Ensures wireless systems comply with industry security standards and best practices.
  • Oversees the operation and maintenance of physical and virtual servers, ensuring uptime, performance, and disaster recovery readiness.
  • Manages storage area networks (SANs) to optimize performance, scalability, and secure access to critical data.
  • Implements and supports virtualization technologies to improve resource utilization and system efficiency.
  • Develops and maintains robust data backup strategies, including regularly scheduled tests and system restorations.
  • Documents and refines disaster recovery plans in alignment with evolving organizational needs and technologies.
  • Configures, maintains, and monitors advanced firewall systems to protect the network infrastructure from unauthorized access and cyber threats.
  • Conducts vulnerability assessments, penetration testing, and risk analyses to identify and remediate security gaps.
  • Remains current on emerging cybersecurity threats and implement appropriate countermeasures.
  • Collaborates with vendors to procure, support, and optimize networking and server hardware/software.
  • Manages vendor relationships and enforce service level agreements (SLAs) to ensure timely resolution of escalated issues.
  • Evaluates vendor technologies and make recommendations to enhance infrastructure performance and security.
  • Maintains accurate and comprehensive documentation for network configurations, policies, procedures, and inventory.
  • Ensures network systems comply with organizational policies, regulatory standards, and audit requirements.
  • Prepares reports for IT leadership on network performance, incidents, compliance status, and ongoing project progress.
  • Contributes technical expertise to strategic IT initiatives and participate in cross-departmental projects.
  • Continuously monitors system performance, apply necessary firmware and software updates, and manage ticket resolution.
  • Maintains and updates network diagrams and documentation to reflect current infrastructure accurately.
  • Audits network systems and configurations regularly to ensure compliance and operational excellence.
  • Supports remote access solutions, ensuring secure and reliable offsite connectivity.
  • Conducts and responds to vulnerability scans, implements remediations, and coordinates changes with other IT teams.
  • Documents standard operating procedures (SOPs) for network tasks and issue resolution.
  • Provides technical mentorship to junior staff and serves as an escalation resource.
  • Participates in the procurement process, drafting technical specifications and reviewing proposals for hardware/software acquisitions.
  • Monitors environmental conditions in server rooms and data centers to ensure hardware safety.
  • Provides on-call support for urgent network-related incidents outside of business hours.
  • Researches and recommends emerging technologies to strengthen infrastructure design and resilience.
  • Reviews and implements Quality of Service (QoS) configurations to prioritize critical network traffic.
  • Performs other duties as assigned by the appropriate person.

Job Requirements

  • Bachelor’s degree in Information Technology, Computer Science, or a related field. A combination of verifiable education and experience equivalent to an additional four (4) years beyond the required experience may be considered in lieu of a degree, at the hiring team's discretion.
  • Cisco Certified Network Associate (CCNA) required.
  • Other certifications appropriate for the position are strongly .
  • Minimum of three (3) years of experience in network engineering, including design, implementation, and troubleshooting of complex network environments.
  • Proven experience managing physical and virtual server environments, SANs, and backup systems in a high-availability setting.
  • Hands-on experience configuring and managing advanced firewalls, including policies, rules, and monitoring.
  • Demonstrated expertise in wireless network management, including enterprise-grade solutions.
  • Familiarity with disaster recovery planning, business continuity strategies, and incident response.
  • Experience with IT service management frameworks, such as ITIL, is .
  • Ability to work odd and irregular hours, as needed.
  • Must successfully pass the required criminal and character background check.
  • Must possess a valid state driver’s license and insurable driving record according to Tribal insurance guidelines.
  • Ability to travel and participate in required training, leadership development, and other events.
  • Ability to perform all duties and responsibilities of this position adequately and successfully.

Core Competencies Required

  • Proficient in configuring and maintaining enterprise-class switches, routers, firewalls, and access points.
  • Skilled in wireless design, implementation, optimization, and security in large or multi-building environments.
  • Familiar with managing physical/virtual servers, SANs, and enterprise virtualization platforms (e.g., VMware, Hyper-V).
  • Strong understanding of data protection, recovery processes, and business continuity planning.
  • Experienced with advanced firewall configuration, intrusion prevention, and network vulnerability management.
  • Competent in monitoring tools, diagnostics, bandwidth management, and QoS implementation.
  • Capable of evaluating vendor performance, managing SLAs, and coordinating external technical support.
  • Diligent in maintaining technical documentation and ensuring systems meet regulatory and audit standards.
  • Advanced troubleshooting skills for resolving complex network and infrastructure issues.
  • Effective in cross-functional team environments, providing infrastructure support for IT and business projects.
  • Up to date with cybersecurity trends and practices for network hardening and threat mitigation.
  • Enthusiastic about exploring new technologies and improving infrastructure efficiency.
  • Able to provide expert-level support to users and mentor junior IT staff on best practices.

Compensation and Benefits

  • The starting pay will depend on factors such as experience level and skillset.
