Pay Rate: $110 to $120 per hour

Job Description /Justification

We are looking for a NG911 Subject Matter Expert (SME) needed to continue the project work for the Class 1/2/3 and Call Handling upgrades of the Next 9-1-1 emergency call system and provide expertise and technical knowledge during the configuration, and test phases.

NG911 – Telephony SME

  • Manage and oversee the execution and delivery of all aspects of the telephony components of the NG9-1-1 system.
  • Ensure policies, procedures, and best practices for telephony systems are being met throughout the implementation of the NG9-1-1 system.
  • Validate telephony configurations during the NG9-1-1 system implementation.
  • Provide test cases for SAT and SIT; continue to identify risks associated with telephony integrations with the NG9-1-1 system.
  • Validate test results for telephony components of the NG9-1-1 system during SAT and SIT, review applicable architectural flows, and compare with raw test results to ensure the system behaves as expected.

MANDATORY SKILLS/EXPERIENCE

Note: Candidates who do not have the mandatory skills will not be considered

  • Minimum 12 years of experience in a particular technical and/or business application, product, platform, or methodology.
  • Develop and maintain call-flow diagrams, signaling validation scripts, and interoperability matrices across PSAC I, PSAC II, and vendor sites.
  • Collaborate with MSCI, Motorola, NICE, Cisco, and telecom carriers to resolve interoperability, signaling, and audio quality issues.
  • Support testing, troubleshooting, and cutover events involving critical voice infrastructure
  • Design and validate call routing workflows per NENA STA-010, STA-012, and STA-019 standards.
  • Configure and analyze SIP messages, SDP negotiation, and trunk performance across SBCs and gateways.
  • Maintain mappings between ESRP, BCF, and CHS components for voice, text, and multimedia calls.
  • Ensure correct implementation of ECRF/LVF call routing functions for location-based dispatching.
  • Work with network and integration engineers to ensure ESiNET-level QoS, DSCP tagging, and failover routing
  • Validate carrier connectivity for private IP trunk services.
  • Support call path redundancy testing and performance benchmarking between PSAC I, PSAC II, and NGCS vendor data centers.
  • Analyze SIP traces, CDRs, and packet captures to validate system behavior under load and failover.
  • Collaborate with the Lead Test Engineer to develop test scripts and call-flow verification plans for production readiness.

DESIRABLE SKILLS/EXPERIENCE:

· Excellent communication and clear business writing skills as well as interpersonal skills. · Knowledge of public safety environments · Design skills in IP voice management, auditing, and monitoring. · Knowledge of Logging and Recording technologies and techniques for legacy and IP PBX's. · Industry experience to interact fluently w/ both internal and external partner organizations across variety of services and troubleshooting sessions.
