Cornerstone is expanding its neutral host small cell footprint across the UK to support mobile network operators (MNOs) in delivering high-quality connectivity in urban centres and hard-to-reach areas. To accelerate this growth, we are seeking an organised and assertive Open Access Agreements Manager who will lead the engagement, negotiation, and ongoing relationship management with local authorities and county councils.

This role is responsible for initiating and securing open access agreements that enable Cornerstone to acquire sites, secure permissions, and deploy small cell infrastructure quickly and compliantly.

What You’ll Do

  • Proactively identify and engage local authorities, county councils, and public-sector stakeholders to establish open access small cell agreements.
  • Lead negotiation of commercial, operational, and legal terms that enable rapid, scalable deployment of neutral host small cells.
  • Present Cornerstone’s value proposition, technical benefits, and deployment model to senior public-sector decision-makers.
  • Overcome barriers by diplomatically but assertively challenging blockers, inefficiencies, or misaligned processes.
  • Develop frameworks and templates for open access agreements, working closely with legal, planning, and property teams.
  • Ensure agreements meet Cornerstone’s commercial requirements while remaining compliant with the Electronic Communications Code and local policies.
  • Drive internal alignment to ensure feasibility of deployment commitments.
  • Stakeholder & Relationship Management
  • Build trusted, long-term relationships with public bodies, transport authorities, regeneration teams, and digital infrastructure officers.
  • Represent Cornerstone at regional digital connectivity forums, working groups, and industry events.
  • Act as primary point of escalation for any council-related issues impacting small cell acquisition or build.
  • Maintain a structured pipeline of target authorities and track the progress of each engagement from introduction to signed agreement.
  • Work with acquisition, design, and delivery teams to ensure open access agreements translate into deliverable small cell build programmes.
  • Regularly report progress, risks, and opportunities to senior leadership.

What You’ll Bring

  • Strong experience working with local authorities, public-sector bodies, or in telecoms infrastructure acquisition.
  • Proven negotiation skills with the confidence to challenge assumptions and drive decisions.
  • Highly organised and able to manage multiple parallel negotiations and workstreams.
  • Excellent communication skills with the ability to influence senior stakeholders.
  • Strong understanding of telecoms infrastructure, digital connectivity, or neutral host models.
  • Ability to interpret commercial terms and contractual frameworks.
  • Knowledge of small cell deployment processes and urban planning considerations.
  • Familiarity with the Electronic Communications Code and public-sector property access frameworks.
  • Experience within MNOs, Towerco, or digital infrastructure providers.
