Serverfarm is seeking an experienced Site Development Manager for a 3-month contract engagement to lead the initial phase of land clearing, environmental compliance, and civil construction planning for our greenfield data center development. This role will establish the foundation for site preparation activities, secure critical permits, coordinate utility planning, and mobilize civil contractors to ensure the site is on track for full-scale development.
This is a fast-paced, high-impact contract role requiring immediate contributions and daily on-site presence to accelerate project timelines and ensure all environmental, regulatory, and civil planning activities are properly established before transitioning to longer-term site operations leadership. We will cover all temporary relocation costs.Key Accountabilities

  • Immediately initiate environmental permit applications (NPDES, stormwater, wetlands, local approvals)
  • Develop SWPPP (Stormwater Pollution Prevention Plan) ready for implementation
  • Conduct site walks with environmental consultants to identify potential compliance issues
  • Establish relationships with local environmental regulatory agencies
  • Create environmental monitoring and inspection protocols
  • Serve as primary liaison with power companies to finalize substation location and service timeline
  • Coordinate with water, sewer, fiber, and telecom providers for service extensions
  • Initiate utility easement negotiations and documentation
  • Develop utility coordination schedule and identify critical path items
  • Develop detailed scopes of work for land clearing, grading, and earthwork contractors
  • Lead contractor selection process (RFP, bid reviews, reference checks)
  • Negotiate contracts and pricing for civil work packages
  • Coordinate geotechnical investigations and soil testing
  • Establish site logistics plan (access roads, staging areas, equipment mobilization)
  • Review civil drawings and grading plans for constructability
  • Identify potential site risks (rock, contamination, drainage, access)
  • Develop detailed budget and schedule for full site preparation phase
  • Create transition plan and documentation for incoming long-term site manager

Required Skills

  • Available to start immediately and commit to 3-month engagement
  • 5+ years of experience managing large-scale civil construction and site development projects
  • Proven ability to mobilize projects quickly and deliver results in short timeframes
  • Deep knowledge of environmental permitting and ability to fast-track approvals
  • Experience coordinating utility extensions with power companies and infrastructure providers
  • Strong contractor procurement skills (RFP development, bid evaluation, contract negotiation)
  • Ability to work independently with minimal supervision and ramp up immediately
  • Excellent documentation skills for project handoff
