Job Corps is a free, nationwide residential career training program run by the U.S. Department of Labor for low-income people ages 16 to 24. It offers both academic and vocational training, helping students earn a high school diploma or equivalent, learn job skills, and find employment after graduation. The program also provides support services like room and board, meals, basic medical care, and a living allowance, as detailed on the U.S. Department of Labor website.
The Programs Director role provides overall direction of programmatic and social development areas to include career preparation, academic programs, career technical training, counseling, residential, and work-based learning/career transition readiness.

Responsibilities:
- In response to annual DOL Outcome Measurement System (OMS) goals, design program activities and monitor monthly to achieve targeted outcomes.
- Plan for weekly student inputs and separations in collaboration with Admissions to always maintain 100% on board strength (OBS) and to achieve program goals.
- Evaluate staff performance, provide staff training, and implement organizational and personnel changes as approved by the center director.
- Ensure compliance with established budgets, purchase limitations, travel restrictions and general contract limitations
- Assist in analyzing statistical trends, organizational problems and operational requirements for review and appropriate action.
- Oversee the design and administration of standards-based academic and career technical training curricula, contemporary instructional approaches, and lesson planning to ensure tailored student instruction.
- Implement overall case management, and career and personal counseling services to assist students to address personal barriers to progress in academic and career technical training programs.
- Develop and monitor career preparation and career transition program activities to ensure each student acclimates to the Job Corps program, conducts career exploration to establish short- and long-term goals, and is properly prepared to transition to the workforce.
- Liaison with training contractors (NTC’s) as needed to advance apprenticeship training and complete career technical skills training (CTST) plans and projects.
- Oversee student test administration procedures to ensure quality outcomes, compliance with the Policy and Requirements Handbook (PRH), and Strategix data integrity controls.
- Implement overall student scheduling to ensure PRH-required student to teacher ratios are maintained and students are balanced in their pursuit of academic and technical training.
- Oversee information technology support functions to ensure equipment and staff meet Job Corps Data Center requirements including the protection of Personally Identifiable Information (PII), and staff and student computers are maintained in working order.
- Provide temporary Center oversight in the absence of the center director.
- Utilizes information systems and handles student data in strict adherence to Job Corps and Strategix policies to protect student’s personally identifiable information (PII) and reduce network security threats.
Requirements:
- Bachelor’s Degree and three (3) years’ experience working with youth and in program administration.
- Excellent verbal and written communication skills. Effective relationship-building skills with students and staff. Information technology proficiency including MS Office.
- Master’s degree and previous Job Corps experience. Statistical trend analysis. Curriculum design experience preferred.
