Project Controls Specialist

Bluewater's client is seeing a Contract Project Controls Specialist to join a Data Center Project in New York in critical monitoring, control and reporting capacity. This individual will work under the direction and control of client construction management team, serving as the financial and planning custodian for cost, schedule and risk performance across the project. This role requires a detail-oriented professional with demonstrated experience on complex, mission-critical data center or heavy industrial construction programs.

Key Responsibilities

Develop, maintain, and update project budgets, forecasting, and cash flow analysis; track project expenses, review subcontractor requisitions, and process owner/subcontractor change orders in the company’s ERP system.

Work with schedulers to maintain the Project Master Schedule (Primavera P6), ensuring alignment with cost forecasts, critical path analysis, and milestones; conduct regular schedule variance analyses and implement recovery plans when necessary.

Prepare monthly and weekly cost/schedule reports for leadership and clients, highlighting variances and providing actionable insights using ACC and established KPI dashboards.

Identify and mitigate financial and operational risks; ensure compliance with contractual terms, subcontractor requirements, and company procedures including CCIP administration; maintain the project Risk Register and perform quantitative risk analysis (e.g., Monte Carlo simulations).

Log and track all potential scope changes, impacts, and delays; oversee the Change Management process, vet change orders, evaluate cost impacts, and manage contingency.

Utilize Earned Value Management (EVM) techniques to track construction physical progress against planned progress and report Schedule Variance (SV) and Cost Variance (CV) to the project leadership team.

Participate in weekly OAC meetings and owner/subcontractor coordination sessions; interface directly with Project Managers, Superintendents, and Client representatives on all cost and schedule matters.

Comply with all site safety programs, OSHA requirements, and Client safety protocols.

Ideal Candidate Profile

Required Experience & Qualifications

3–7+ years of project controls, project accounting, or construction management experience, preferably in data center, mission-critical, or complex industrial environments.

Bachelor’s degree in Construction Management, Finance, Accounting, Engineering, or a related field.

Proficiency in Primavera P6, Procore, and advanced MS Excel; strong understanding of construction contracts and GMP development.

Background working for an owner, developer, or top-tier general contractor on hyperscale or large industrial projects; excellent analytical and communication skills to interface with senior stakeholders.

Certifications such as Certified Cost Professional (CCP) or Project Management Professional (PMP) are a plus; willingness to work on-site in a fast-paced environment required.
