Job Description

Turner & Townsend is seeking an experienced Senior Cost Manager / Quantity Surveyor to serve as the key day‑to‑day client interface for major data center construction programs. This role ensures client objectives are met through high‑quality, value‑added cost management services.

We’re looking for a strong communicator who thrives in client‑facing environments, is self‑motivated, and can work both independently and collaboratively. This role includes leadership responsibilities and requires alignment with Turner & Townsend’s purpose, values, and vision.

Responsibilities:

  • Estimate and negotiate change orders throughout the construction lifecycle.
  • Provide estimate and cost planning, including preparing and presenting final cost plans.
  • Review and collaborate with design teams and general contractors on cost estimates.
  • Reconcile estimate changes and support the GC to ensure accuracy of cost data.
  • Meet with the GC and owner/PM to gather updates for cost estimate revisions.
  • Prepare written commentary on GC submissions, including executive summaries.
  • Coordinate all sources of cost information, including suppliers, subcontractors, and A/E quantities.
  • Influence engineering priorities based on cost impacts.
  • Work proactively with minimal supervision to resolve scheduling issues.
  • Manage cost checks and valuations on larger projects; ensure timely and accurate reporting.
  • Support post‑contract cost variance reviews and change control processes.
  • Manage cost impact logs, contingency management, and commitment tracking.
  • Prepare funding data presentations and coordinate value‑engineering (VE) sessions with stakeholders.
  • Develop cost plans and estimates through all design phases and update them at key milestones.
  • Provide commercial input into design optioneering and VE exercises.
  • Review contractor and subcontractor pricing; lead pricing negotiations on behalf of the client.
  • Perform quantity surveying, cost control, and change management activities throughout the project lifecycle.
  • Ensure effective management of post‑contract cost variances and change control.
  • Lead cost auditing and valuation processes with strong cost‑validation protocols.
  • Produce monthly cost reports for client presentation.
  • Ensure timely negotiation and agreement of final accounts.
  • Compile built‑cost estimate records for benchmarking.
  • Identify, coach, and mentor team members; recognize and support development and success.
  • Demonstrate excellence in leadership and service delivery in line with commission conditions.
  • Manage financial performance using internal software to track margins, forecasts, and reporting.
  • Implement and maintain internal Business Management Systems and delivery methodologies.
  • Model a one‑business culture that supports positive outcomes for people, clients, and society.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Qualifications

 

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related field.
  • 5–7 years of relevant cost management experience in the construction industry.
  • Experience leading cost management on medium‑ to large‑scale, complex construction projects; mission‑critical/data center experience .
  • Construction consultancy experience strongly .
  • RICS accreditation (or working toward accreditation) .
  • Strong knowledge of procurement routes, value management, and value engineering.
  • Excellent communication and client‑facing skills.
