Job Title: On-Site Human Resources Manager

Location: On-site (Manufacturing / Construction / Data Center / Operations Facility)
Reports To: Director of Human Resources / VP of People
FLSA Status: Exempt

Position Summary

The On-Site Human Resources Manager is responsible for delivering full-cycle HR support at a designated facility. This role serves as the primary HR presence on site, partnering closely with leadership and employees to ensure compliance, drive employee engagement, manage employee relations, and support operational goals. The HR Manager balances hands-on execution with strategic guidance in a fast-paced, people-intensive environment.

Key Responsibilities

Employee Relations & Workforce Support

  • Serve as the primary point of contact for employee relations matters, including conflict resolution, disciplinary actions, investigations, and performance management.
  • Coach supervisors and managers on effective people management, documentation, and employment best practices.
  • Promote a positive workplace culture aligned with company values and operational goals.

Talent Acquisition & Onboarding

  • Partner with hiring managers to support recruiting, interviewing, and selection for hourly and salaried roles.
  • Oversee onboarding and to ensure a smooth and compliant employee start.
  • Coordinate with corporate HR or talent teams as needed.

HR Compliance & Policy Administration

  • Ensure compliance with federal, state, and local employment laws and company policies.
  • Maintain accurate employee records, personnel files, and HR documentation.
  • Support audits, inspections, and reporting requirements (OSHA, EEO, FMLA, workers’ comp, etc.).

Performance Management & Development

  • Manage performance review cycles and provide guidance on goal setting and evaluations.
  • Identify training needs and coordinate employee development initiatives.
  • Support succession planning and workforce planning efforts.

Compensation, Benefits & Payroll Support

  • Administer benefits enrollment, employee questions, and life-event changes.
  • Serve as on-site liaison for payroll issues, timekeeping, and attendance tracking.
  • Support compensation programs in alignment with company guidelines.

Health, Safety & Risk Management

  • Partner with safety and operations teams to promote a safe and compliant workplace.
  • Support workers’ compensation claims, return-to-work programs, and incident investigations.
  • Reinforce safety policies and employee accountability.

Leadership & HR Operations

  • Act as a trusted advisor to site leadership.
  • Track HR metrics (turnover, attendance, engagement, training, etc.) and recommend improvements.
  • Implement corporate HR initiatives and programs at the site level.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field (required).
  • 5+ years of progressive HR experience, including employee relations and on-site HR management.
  • Experience in manufacturing, construction, logistics, data centers, or similar operational environments .
  • Strong working knowledge of employment law and HR best practices.
  • Proven ability to handle sensitive matters with professionalism and confidentiality.
  • Excellent communication, problem-solving, and organizational skills.
  • Proficiency with HRIS, timekeeping, and payroll systems.
  • SHRM-CP/SHRM-SCP or PHR/SPHR certification .

Physical & Work Environment Requirements

  • Regular on-site presence required.
  • Ability to walk production floors or job sites as needed.
  • Occasional extended hours to support operations.
