The Technical Project Manager (Deputy) provides day-to-day leadership and execution support for datacenter operations. This role serves as the deputy to the data center Manager, filling critical gaps in team management, project execution, and client coordination while maintaining sufficient technical depth to effectively support testing activities.
The Technical PM ensures predictable delivery, effective communication, and strong client relationships by translating technical work into executable plans, managing resources and risks, and serving as a primary point of coordination between staff, program leadership, and government stakeholders.
Responsibilities
Program and Project Management
- Plan, coordinate, and manage data center activities across multiple testing efforts and clients
- Translate client requirements and priorities into actionable work plans and schedules
- Track deliverables, milestones, dependencies, risks, and issues
- Provide regular, accurate status reporting to program leadership and government stakeholders
- Identify and proactively mitigate risks to schedule, quality, and performance
Team Leadership and Execution Support
- Provide day-to-day tasking, prioritization, and coordination for data center personnel
- Monitor workload, capacity, and execution progress across the team
- Enforce consistent processes for task tracking, status updates, and follow-through
- Coach and support team members on expectations, communication, and delivery discipline
- Serve as the first escalation point for execution or resource challenges
Client and Stakeholder Management
- Act as a primary client interface for data center operational activities
- Manage client expectations related to scope, schedule, and testing constraints
- Communicate technical issues, risks, and dependencies in clear, non-technical terms
- Support issue resolution and de-escalation in coordination with program leadership
- Maintain strong working relationships with government stakeholders and integrated teams
Technical Coordination and Support
- Maintain working knowledge of testing methodologies, tools, environments, and processes
- Participate in technical discussions to understand scope, complexity, and feasibility
- Validate testing approaches and estimates at a high level
- Ensure testing activities align with program requirements and quality standards
- Coordinate with technical leads to support effective execution
Deputy to the Manager
- Support the Manager by assuming responsibility for execution management, staff coordination, and client communication
- Enable the Manager to focus on technical strategy, architecture, and long-term improvements
- Provide continuity of leadership in the manager’s absence
Corporate Responsibilities
As an employee, Managers have the following additional responsibilities:
- Maintain compliance with corporate policies.
- Ensure high utilization of time on client-billable work.
- Provide performance evaluation feedback to junior staff and contract team leadership.
- Actively participate in business development, focusing on supporting proposal efforts and client engagement activities.
Qualifications:
- Bachelor’s degree in Information Technology, Engineering, Computer Science, or a related field (or equivalent experience)
- 7+ years of experience supporting IT programs, testing efforts, or technical project management
- Demonstrated experience managing technical teams and coordinating complex workstreams
- Strong understanding of software testing, test environments, and quality assurance practices
- Proven ability to manage client relationships and communicate effectively with technical and non-technical stakeholders
- Experience working in Federal IT environments
- Experience supporting centralized test centers or enterprise testing organizations
- Familiarity with Agile and/or hybrid delivery environments
- PMP, Scrum Master, or similar certification (required)
- Experience supporting large Federal health IT programs
Utilization Expectations
Utilization is the percentage of an employee’s time expected to be dedicated to client-billable work. Utilization is expected to be at or above 90% for this position.
Work Location
Work may be remote in the continental U.S. and may also require occasional travel to New Jersey depending on specific project assignments.
