Technical Services Manager (TSM) - High-Spec Commercial Environment\n\nLocation: Central London\n\nSalary: £70,000 - £80,000\n\nContract: Permanent. Monday - Friday: 8am - 5pm\n\nRole Purpose\n\nWe are seeking a high-calibre Technical Services Manager to act as the primary technical authority for a high-profile estate. You will be responsible for the strategic and operational management of all mechanical and electrical building services, ensuring 100% uptime, statutory compliance, and technical excellence.\n\nThis role requires a leader who can navigate the complexities of high-availability environments-such as Data Centres, Luxury Hotels, or Premium Residential developments-where service continuity and /guest satisfaction are paramount.\n\nKey Responsibilities\n\nTechnical Leadership & Governance\n\nTechnical Authority: Act as the site specialist for all LV/HV electrical distribution, HVAC, and critical plant.

You will take the lead on complex fault diagnosis and infrastructure lifecycle planning.\n\nHV/LV Management: Serve as the Authorised Person for High Voltage and Low Voltage systems, managing isolations, switching schedules, and ensuring all works are conducted in accordance with safety rules.\n\nStatutory Compliance: Ensure the site is 100% compliant with UK legislation (e.g., L8, F-Gas, BS 7671, Fire Safety). Maintain the compliance dashboard and ensure all logbooks are audit-ready.\n\nAsset Management: Develop and oversee the Planned Preventative Maintenance strategy, utilising CAFM data to move toward predictive maintenance and asset life extension.\n\nOperational Excellence\n\nTeam Leadership: Manage and mentor a team of multi-skilled engineers and supervisors, fostering a culture of technical pride and continuous professional development.\n\nService Delivery: Ensure all reactive tasks and PPMs are closed out within contractual SLAs and KPIs, maintaining the highest standards of workmanship.\n\nHealth & Safety: Rigorously enforce Safe Systems of Work. This includes the management of the Permit to Work system, reviewing high-risk RAMS, and conducting regular site safety tours.\n\nSubcontractor Management: Lead the procurement and performance management of specialist vendors, ensuring they meet the technical and safety standards required for the site.\n\nCommercial & Strategic Support\n\nFinancial Control: Manage the technical operational budget, including WIP, debt, and the procurement of specialist parts and services.\n\nCapital Projects: Identify, scope, and deliver life-cycle replacement projects and energy-saving initiatives, ensuring minimal disruption to site operations.\n\nEnergy & Sustainability: Proactively identify opportunities to reduce carbon footprint and energy consumption through plant optimisation and new technology implementation.\n\nCandidate Requirements\n\nTechnical Qualifications (Essential)\n\nElectrical Bias: Fully qualified to a minimum of NVQ Level 3 or equivalent in an Electrical discipline.\n\nHigh Voltage (HV): Proven experience as an HV Authorised Person (AP) within a critical or high-spec environment.\n\nProfessional Membership: Ideally educated to HNC/HND or Degree level in Building Services or Electrical Engineering.\n\nStandards: Solid understanding of BS 7671 (18th Edition) and C&G 2391 (Inspection & Testing).\n\nExperience\n\nSector Expertise: Minimum of 5 years' experience in a management role within a Luxury Hotel, Data Centre, or High-End Residential environment.\n\nCritical Systems: Demonstrable experience managing critical infrastructure (e.g., UPS systems, generators, chilled water systems).\n\nLeadership: Proven track record of leading technical teams through complex maintenance cycles and emergency response scenarios.\n\nCompliance: Strong working knowledge of SFG20 and UK Health & Safety legislation.\n\nIf you are a technically driven leader with the expertise to manage critical infrastructure and a passion for service excellence, we encourage your application.\n\nRandstad CPE values and promotes equality.
