Position Summary

The Workforce Development Manager reports directly to the Director of Workforce Development & Training and is responsible for building, sustaining, and advancing a highly skilled craft workforce while integrating strong quality control standards info all workforce initiatives. This role focuses on training, certifying, and upskilling welders, fitters, and field employees to meet project demands while ensuring safety, quality, and productivity standards are being met.

Qualifications

Education: High school diploma required.

Licensure/Certification: NCCER Instructor or Master Trainer certification . AWS CWI (Certified Welding Inspector).

Experience: 7+ years in industrial construction (field experience ). Experience in QA/QC, welding inspection, or quality management.

Required Skills: Strong understanding of welding procedures (i.e. carbon steels, alloy steels, stainless steel, aluminum, Inconel, etc.), electrical standards, and mechanical systems. Experience with craft training programs or apprenticeship management. Knowledge of OSHA regulations and industrial jobsite safety practices. Familiarity with large-scale industrial projects (power plants, refineries, manufacturing facilities, data centers). Experience implementing corrective action programs. Strong communication with field supervision and executives. Program development and compliance management. Data-driven decision-making. Proficiency in MS Office, and quality tools. Strong leadership, communication (verbal and written), and conflict-resolution skills. Capable of maintaining strong relationships.

Physical Requirements/Working Conditions

  • Office based with frequent travel to project sites, including remote and industrial locations.
  • Ability to walk long distances across uneven terrain, construction sites, and industrial facilities.
  • Must be able to stand for extended periods during site inspections and audits.
  • Ability to climb ladders, scaffolding, and access elevated work areas.
  • Ability to navigate confined spaces when required.
  • Capability to lift and carry up to 25–35 pounds (e.g., inspection tools, equipment, documents).
  • Visual acuity sufficient to read technical documents, drawings, and inspection instruments.
  • Ability to wear required personal protective equipment (PPE), including hard hat, safety glasses, steel-toe boots, gloves, and fall protection.
  • Ability to work in varying weather conditions (heat, cold, wind, rain) and industrial environments with noise, dust, and moving equipment.
  • Manual dexterity to operate measuring devices, tablets, cameras, and testing equipment.
  • Ability to sit for extended periods when performing administrative tasks, documentation, and reporting.
  • Ability to work outside-of-normal work hours for coordination work with Manila FieldComm training team.

Key Responsibilities

Client & Field Liaison

  • Serve as the primary quality contact between client representatives and field employees assigned to client’s site.
  • Participate in client meetings, quality reviews, and progress discussions.
  • Address quality and productivity concerns proactively with both client, third-party inspectors, and internal team members.
  • Communicate quality expectations and performance metrics clearly across all levels of the organization.
  • Support dispute resolution related to quality matters.
  • Prepare and present reports to internal team identifying gaps in employee training communicate training needs to AG&P FieldComm team.
  • Implement and manage Continuous Improvement Plans to upskill the employees already deployed on project sites with quality/productivity issues.

Craft Workforce & Quality Strategy

  • Align workforce planning with project backlog and quality expectations.
  • Forecast craft needs based on complexity (high-spec welds, critical electrical installations, QA-sensitive scopes).
  • Develop training programs that directly reduce rework and inspection failures.
  • Oversee welding qualification testing (WQT) and procedure qualification compliance (WPS/PQR).
  • Ensure adherence to AWS, ASME Section IX, API, and client-specific standards.
  • Monitor weld rejection trends and implement corrective training.
  • Partner with QA/QC teams to address root causes of non-conformance.
  • Integrate project specifications into craft training.
  • Reduce inspection punch-list items through targeted electrical quality training.
  • Support commissioning readiness through skilled workforce preparation.

Use data analysis and root cause investigations to adjust training content and workforce strategy.

Apprenticeship & Craft Progression

  • Develop structured advancement pathways tied to skill validation and quality benchmarks.
  • Implement mentorship programs pairing senior craftsmen with apprentices.
  • Build leadership training programs for foremen emphasizing both productivity and quality control.

Training & Workforce Development

  • Conduct quality awareness training and trade-specific technical training sessions.
  • Identify skill gaps within the workforce and create structured development plans.
  • Promote a culture of continuous improvement and accountability.
  • Mentor field quality personnel and support professional development initiatives.
  • Implement and manage Continuous Improvement Plans to upskill the employees already deployed on project sites with quality/productivity issues.
  • Collaborate with site managers and internal team members to implement process improvements.

Compliance & Documentation

  • Maintain training records for audits and client compliance.
  • Support ISO, client, and regulatory audits.
  • Ensure workforce readiness for high-spec industrial environments (power, oil & gas, manufacturing, data centers).
