POSITION OVERVIEW

The Law Enforcement Specialist provides action officer support to the Counterintelligence & Security Directorate (CL&S) at NCIS. The incumbent supports the review, analysis, development, and implementation of NCIS Multiple Threat Alert Center (MTAC) functions for the Department of Defense, managing known or suspected terrorist encounter information in support of the Matching Engine for Security and Analysis (IMESA) Terrorist Screening and Vetting (TSV) mission.

KEY RESPONSIBILITIES

  • Support the review, analysis, development, and implementation of NCIS MTAC functions for the DoD in managing known or suspected terrorist encounter information, including IMESA.
  • On a daily basis, provide senior-level advice and recommendations to support the DoD physical security program, personnel security program, insider threat program, and maintenance of law and order on DoD installations.
  • On a daily basis, interface and coordinate with law enforcement counterparts, Military Criminal Investigative Organizations (MCIOs), the Defense Manpower Data Center (DMDC), and the FBI's Terrorist Screening Center (TSC) on NCIS MTAC issues pertaining to development and monitoring of terrorist screening database alerts.
  • Conduct daily mission activities of the IMESA TSV Team using DoD, counterterrorism, and law enforcement databases.
  • Prepare and provide regular written and verbal updates to MTAC leadership.
  • Manage all taskings assigned by MTAC leadership in support of IMESA.
  • Attend weekly meetings as required and prepare meeting summary reports.
  • Maintain, update, and staff CT, LE, and security-related policies on behalf of the IMESA TSV Team.
  • Safeguard all government equipment, information, and property; secure all facilities and materials at the close of each work period.

 

MINIMUM QUALIFICATIONS

Education

  • Bachelor's degree from an accredited college or university ; equivalent combination of education and experience may be considered.

Experience

  • Demonstrated experience in DoD, Military Department, or counterterrorism matters.
  • Experience using law enforcement and Intelligence Community (IC) databases to assess derogatory information on DoD-affiliated personnel and local population persons.
  • Experience using web applications to review and recommend action on Terrorist Screening Database (TSDB) alerts and determine appropriate law enforcement referrals.
  • Familiarity with NCIS MTAC operations, DoD physical/personnel security programs, and insider threat programs strongly .

Security & Compliance

  • Active Top Secret security clearance with Sensitive Compartmented Information (SCI) eligibility required at time of award — no exceptions.
  • Must maintain eligibility for access to Special Access Programs (SAP) throughout the period of performance.
  • Must obtain and maintain a Common Access Card (CAC) to access all required IT systems.
  • Must sign a Contractor Personnel Non-Disclosure Agreement (NDA) within five (5) working days of placement.
  • Must comply with all DoD security regulations, organizational SOPs, and applicable publications.
