Project Overview
The Register of Wills (ROW) Department is charged with the protection of Maryland’s Wealth and requires IT services to develop, maintain, and operate applications and a distributed network of PCs, peripheral equipment, and servers. ROW operates in twenty-four (24) local jurisdictions (twenty-three (23) counties and Baltimore City), hereinafter referred to as “ROW Offices.” The ROW client/server application is served by central servers installed within the Comptroller of Maryland’s Annapolis Data Center. The network consists of approximately four (4) central servers, twenty-four (24) office support servers, twenty-six (26) routers, 350 workstations, 260 printers, and 200 scanners. The twenty-four (24) ROW LANs are linked by a Wide Area Network (WAN) to central servers housed at the Annapolis Data Center.
Duties/Responsibilities
- Provide IT systems, hardware, and software support and maintenance for ROW IT existing systems.
- Perform break fix of identified IT issues.
- Provide support, management, and installation services for desktop and server operating systems.
- Provide maintenance and modifications to the application as directed, including developing new functions and applications.
- Manage software development and support using formal specifications, data flow diagrams, and other accepted design techniques and tools.
- Interpret software requirements to develop design specifications, code, and integrate and test software components.
- Develop requirements for an existing ROW system, including the definition, design, security requirements, programming, and testing stages of development.
- Develop project plans with milestones.
- Develop and execute test plans.
- Deploy, upgrade, configure, and implement new, enhanced, and upgraded applications for each of the twenty-five (25) ROW locations.
- Provide software engineering support, including, but not limited to, planning, analysis, design, modification, evaluation, testing, quality assurance, and project management for all current and new applications. This will include enhancements and corrections to the application's functionality.
- Work closely with other contractors to resolve issues between the applications.
- Provide image transfer from the electronic document management system in the compatible file format acceptable to other state agencies. Must lead the configuration, operation, and delivery of the replicated deliverables.
- Develop web-based and/or eGovernment applications to maintain and enhance the ROW website, as directed by ROW.
- Develop and lead in the design, installation, configuration, and operation of the disaster recovery site implementation replication process.
- Conduct performance measurements and analysis leading to recommendations for improving network performance.
- Conduct analysis, design, installation, configuration, and operation of the email software.
- Work in cooperation with the other contractors, ROW staff, and other state agencies.
- Troubleshoot existing code using standard practices.
- Participate in regular team planning meetings to receive tasks and provide status.
- Participate in monthly status meetings to include providing a monthly status.
RequirementsEducation
Bachelor’s degree in Computer Science, Information Systems, Engineering, or a closely related field (Master’s ).
Required Experience
- 8+ years of professional software development experience, including .NET/C# and Microsoft SQL Server.
- Hands-on experience across the SDLC: requirements, design, coding, testing, deployment, and maintenance.
- Experience building and maintaining web-based and/or eGovernment applications (ASP.NET, Windows Forms, or similar).
- Proficiency with source control and build tools (e.g., Visual SVN/Subversion, Visual Studio).
- Experience developing and executing test plans and writing technical documentation.
- Familiarity with Crystal Reports (or similar reporting tools) and image/document conversion workflows.
- Knowledge of Windows Server/Windows 10/11 environments and Hyper-V.
- Experience planning/implementing disaster recovery and replication processes.
- Strong stakeholder collaboration skills; ability to work with multiple vendors and State staff.
