Outsource is looking for a Safety Manager for a fantastic contract to hire opportunity in the Greater Seattle area. This is an immediate need with a great client in the Data Center Industry. The position requires being based in the Pacific Northwest and involves travel throughout the states of Washington and Oregon.

Primary Responsibilities

Safety Program Implementation & Compliance
• Champion the implementation and enforcement of safety policies, procedures, and programs across the job site.
• Ensure consistent compliance with OSHA regulations, client safety expectations, and site-specific requirements.
• Lead regular site safety audits and inspections to proactively identify hazards and validate controls.
• Collaborate with project managers, subcontractors, and field leaders to resolve safety issues swiftly and thoroughly.
• Act as a key liaison between ownership and trade partners to align safety expectations across all site activities.
• Maintain comprehensive documentation of compliance efforts, inspections, and corrective actions.
• Develop and manage safety schedules for audits, training sessions, and permit renewals.
• Ensure all required safety-related permits and regulatory approvals are secured and kept current.
• Proactively implement solutions to prevent schedule impacts and maintain full compliance.
• Use safety performance data to drive continuous improvement and optimize site safety outcomes.
• Consistently review and enhance safety programs based on lessons learned and industry best practices.

Hazard Identification & Risk Mitigation
• Maintain a current Site-Specific Health and Safety Plan (SSHSP) reflective of all on-site activities.
• Review and verify Job Hazard Analyses (JHAs) and Pre-Task Plans (PTPs) prior to task execution.
• Enforce effective risk mitigation through site-specific safety plans and active field presence.
• Monitor appropriate use of PPE, fall protection, and other critical safety equipment.
• Develop and oversee emergency response plans—including evacuation procedures and drills.
• Ensure subcontractors are vetted, approved, and remain compliant through ongoing audits.
• Coordinate with local emergency services to align on incident response procedures.
• Lead emergency drills to strengthen preparedness and response capability across the workforce.
• Ensure all personnel are informed and trained on evacuation routes and emergency protocols.

Incident Response & Documentation
• Lead incident investigations, perform root cause analyses, and implement corrective measures.
• Generate and submit comprehensive incident reports to program managers and client stakeholders.
• Identify trends and root causes in safety incidents to develop targeted prevention initiatives.
• Ensure incident reporting complies with regulatory and client-specific response protocols.
• Champion continuous improvement by eliminating systemic safety gaps and sharing lessons learned.
Training & Workforce Development
• Conduct site safety orientations for all employees and subcontractors.
• Facilitate daily toolbox talks, weekly meetings, and topic-specific stand-downs.
• Provide hands-on training on hazard recognition, emergency protocols, and job-specific safety practices.
• Maintain accurate records of safety training and certifications across the workforce.
• Ensure ongoing refresher training on evolving hazards and critical safety topics.

Communication & Safety Culture Development
• Work closely with site leadership and field crews to reinforce safety expectations and accountability.
• Communicate site safety updates, concerns, and compliance issues to the Site HSE Manager.
• Promote awareness of safety policies, hazard reporting procedures, and emergency plans.
• Maintain organized safety documentation for internal and external auditing purposes.
• Serve as the primary safety liaison among workers, client representatives, and project management.
• Ensure steady flow of safety information and address concerns across all project tiers.
• Collaborate with subcontractors, teams, and regulatory agencies to advance a safety-first culture.
• Establish and track key performance indicators (KPIs) to evaluate safety performance and drive results.

Qualifications Required
• 5+ years of safety experience in the construction industry.
• OSHA 500 or 502 Certification
• Data Center experience
• Additional Certifications are a plus including:
o CHST
o CSP
o Current First Aid, CPR, AED Instructor
o NSC
o OSHA #3115 Fall Protection (formerly OSHA #3110 Fall Arrest Systems)
o OSHA #7115 Lockout/Tagout
o NFPA 70E no later than 2021 edition
